Staten Island has an unusual housing mix for New York City, and it changes how demolition gets priced. The North Shore is dense pre-war attached and semi-attached stock, much of it built well before 1987, which means the asbestos survey is not optional. Through the Mid-Island you get post-war detached homes on modest lots where the neighbour's siding is four feet from the wall coming down. Down in Tottenville, Charleston and Woodrow the lots open up, and most of our pool removals and barn teardowns come from there.

Demolition and permits in New York City

Property owners cannot file a demolition permit themselves in New York City — a registered design professional has to take responsibility for the scope. A full demolition runs as a DM application through DOB NOW; a partial or interior scope runs as an ALT application with the removal clearly described and, where structure is involved, a PE-stamped analysis showing what remains will stand.

Before any of that gets issued, the asbestos question has to be closed out. Anything built or substantially altered before April 1, 1987 needs a survey by a DEP-certified asbestos investigator. If nothing asbestos-containing will be disturbed, they file an ACP-5. If it will, it becomes an asbestos project, an ACP-7 gets filed, a licensed abatement contractor does the removal, and the completion paperwork goes back to DOB before the demolition permit moves. For a full building teardown, DOB wants an ACP-5 with the box checked confirming the entire building is free of asbestos-containing material.

On top of that: written Con Edison confirmation that gas, electric and steam are disconnected, a sidewalk and pedestrian protection plan, notifications to the adjacent property owners, and — if the building sits in a historic district or carries a landmark designation — Landmarks Preservation Commission approval before DOB will even process the application. Open violations on the property need to be dealt with alongside the filing rather than after it.

What happens to the debris

Demolition generates a lot of construction and demolition debris, and where it goes affects both your cost and the paperwork. How much does demolition cost in Staten Island?

For a typical detached single-family house on Staten Island, full demolition usually lands somewhere in the mid five figures once permits, asbestos survey, utility disconnects, debris disposal and backfill are all counted. The spread is wide because four things move the number more than square footage does: whether the building is pre-1987 and needs abatement, how much room a machine has to work, whether there is a full basement or slab-on-grade, and how far the debris has to travel. We do not quote demolition over the phone without seeing photos, because a number given blind is a number that changes later.

Do I need a permit to demolish a building in Staten Island?

Yes. Staten Island is New York City, so demolition falls under the NYC Department of Buildings, not a suburban township office. DOB will not issue a full demolition permit without the ACP-5 confirming the building is free of asbestos-containing material. We arrange the investigator and manage the filing.

How long does a house demolition take?

The physical demolition of a typical Staten Island house is two to four days, and the backfill and grading adds another day or two. The timeline that actually matters is the one before that: survey, filings, DOB review and utility disconnects generally run four to eight weeks depending on the building and whether abatement is needed. Owners who plan around the machine time rather than the permit time are the ones who end up frustrated.

Do you remove the foundation and fill the hole?

Yes, unless you specifically want it left. Our standard scope for a full teardown includes breaking out and removing the foundation walls and footings, backfilling with clean engineered fill compacted in lifts, and grading the site flat. Leaving a foundation in place saves money now and creates a problem for whoever builds next, so we only do it when the next build is already designed around it.
